Meet Seguya University student who sued Pres.Yoweri Kaguta Museveni for blocking him on Twitter
Mr Hillary Innocent Seguya Taylor also sued spokesperson Ofwono Opondo and the police Chief Political Commissar Asan Kasingye, saying they too have blocked him from accessing their official Twitter handles.
In his law suit filed before the High Court in Uganda’s capital Kampala, Mr Seguya states that he is a Ugandan citizen pursuing a Master’s degree in International Relations at Harvard University.
He says that the President and the two officials use their Twitter handles as public forums to disseminate information about activities of their public offices in their official capacities and to get feedback from citizens, and therefore blocking him is "illegal, improper and irrational".
Mr Seguya says that as a citizen living abroad, he is only able to get information relating to his country’s governance and to communicate to the respective officers through social media.
But Unfortunately Court has dismissed with costs.
The civil division of the High Court in Kampala has ruled that President Museveni was right to block a supporter of Kyadondo East Hon Robert Kyagulanyi Bobi Wine , also known as Bobi Wine on twitter.
In a judgment delivered on May 20, High Court judge Andrew Bashaija ruled that Museveni’s twitter account is personal and hence has latitude to choose on whom to allow or block.
The judge noted that there is nothing that precludes a public official from using his/her private twitter handle to communicate or comment on a private matter or on the issue of public concern.
